PM in a small organisation

Most of the theory on PM is based on large organizations. Is it also possible to implementing a PM system in a company with say less than 50 employees? On 12manage there is an interesting discussion about performance management in a small organisation. The tendency is it is possible, but obviously you need to keep things simple.
